A state appeals court panel Wednesday upheld a 12-year prison sentence for a Rancho Palos Verdes man convicted of being involved in an auto insurance fraud ring that authorities said stole more than $3 million. The three-justice panel from the 2nd District Court of Appeal rejected Solomon Morris Davis's contention that Los Angeles Superior Court Judge Curtis Rappe erred in sentencing him to the 12-year term.
